Everyone has a little bit of natural protection (ear wax) on their eardrums. I doubt a little would increase T. What could make T worse is the process of removing it.
It's pressure on the eardrum that alters (usually for the worse) the tinnitus, @ErikaS. Hence why IMPACTED wax creates a problem, along with blocking external sound which might mask the tinnitus (somewhat).
Like @Jupiterman said, ordinary wax isn't going to cause an issue (unless it's being pushed up against the eardrum - by more wax).
What could make T worse is the process of removing it.
