Walking occurs much more readily than the development of social or rational skills. Are you quite sure you never threw a tantrum in public when you were small?
I prefer parents walk out the door with child in tow when that happens. Some parents just ignore it and can because they are used to it. The rest of us notice the screaming child,though.
