I would not use that. It is an aminoglycoside antibiotic. They are known to be ototoxic and with the off chance that your ear drum is ruptured you don't want to damage your ear .

Neither of them is supposed to be ototoxic. It's a guessing game, unfortunately. Applying anything topically carries a much lower risk than per os or IV. Even on leaflets of ointments containing neomycin, the warning is just about toxicity if it goes through your eardrum.

I am no expert but I have seen Pregabalin thrown around here as causing tinnitus. I myself took it for about a month or so and didn't notice anything BUT shortly after I took Neomycin and baam I now have tinnitus and hyperacusis. STAY FAR AWAY FROM ANYTHING ENDING IN "CIN".

Anytime ototoxicity is suspected, I would consider steroids as soon as possible to mitigate as much of the damage as you can. It may be too late for oral steroids but intratympanic may still be possible. See an Otologist asap, and try to get an extended audiogram because ototoxicity shows up...
