If you mean earplugs, I'd say without doubt custom molded ones such ACS or Etymotic.

You can change the filters depending on the situation you're in, and they offer the best comfort. The downside is they are the most expensive.

Try Etymotic ER20. They cost under $20 and reduce loudness without distorting sound.

When you want earplugs that reduce sound levels while preserving the clarity of the sound, i can recommend high fidelity earplugs. If this doesn't matter much then buy reusable earplugs or foam ones.
