If Inner Ear Damage Is the Cause of Tinnitus, with No Hearing Loss, How to Know for Sure?

not sure, but probably acoustic trauma
I have seen some pictures on the web showing damaged inner ear cells, but I do not understand why ENTs and audiologists just go 'yeah it's probably inner ear damage, goodbye'.

Is there a test that can show this inner ear damage?
 
Auditory Brain Response Test - ABR - test for the connection of the auditory nerve between the brain and the ear.

DPOAE - Otoacoustic Emissions Test - test to see if there are any damages to the hair cells
