My doctor says it is hearing loss. I dont think so. It originally started when I was anxious but I did not have a loud noise exposure. What should I do? If it was just hearing loss, is it possible that it completely stopped?

Why don't you check for hearing loss? Do an audiogram. If it shows there, you can be pretty sure you have hearing loss. The opposite isn't necessarily true.

In the hearing test, how am I supposed to head the beeps when my tinnitus is like an alarm clock? The more tinnitus the less you hear the beeps...

They should use a warble tone in the test if you have tinnitus. The subtle fluctuation of the tone makes it easier to hear beneath the sound of your T.
