That sound was short and not amplified (as in; not a speaker, not an explosion), so 99,99% chance spike is caused by the stress/worry, and your brain therefor focusing on your T as if it was a threat. The experienced loudness will subside.

Do go outside, but with earplugs. Those made of foam will lower a 110 dB sound to around 80 dB. You're safe at 80 dB, especially since a siren or horn will only last for a few seconds.

Your spike most probably is psychological only, since your brain filters out sound as a serious threat, and this sound stood out, your brain got scared, triggered fight/flight. Therefor the effect is kind the opposite of habituation. I.e. your brain will notice your tinnitus more... for some...

Yeah... Maybe use 9F-plugs when worried? Cuts off 6 dB, not much but... And then use -30 dB plugs when the risk is really high.
