Basically it says the CIA, the US government and the Canadian government tried to hide the claims by diplomatic personnel and CIA agents that Russia could be behind the Havana attacks that triggered neurological issues on the victims, including loss of hearing and vision, extreme vertigo, nausea etc.
After some victims talked to the press Biden passed the Havana Act (acronym for
helping american victims by neurological attacks... yes, everything needs an acronym in the US) acknowledging the damage caused.
Marc Polymeropoulos, one of the victims, quit from his position at the CIA and wrote a book on his life and work experience... now apparently he gives conferences etc: The title of the book is
Clarity in crisis: leadership lessons from the CIA.
Marc did not receive support or medical treatment from the CIA until he talked to the press... and it took 4 years to be offered medical assistance paid by his previous employer and being diagnosed with a "traumatic brain injury".
Kate Husband, from the US Department of State in Havana, experienced acute pain in her head... and then there were the usual symptoms. She has been diagnosed as "suffering a brain injury derived from a directional phenomenon".
