just my amateur theory, but there are definitely more casues of tinnitus, this may be just one of them.
One other theory which i think could be cause of hearing loss type tinnitus is when brain tries to substitue missing sounds

It's an interesting theory but I'm guessing it's not so simple. I don't think you can simplify the brain and compare to an electrical circuit. If it was just a circuit then tinnitus would be either "on" or "off". We wouldn't have various degrees of severity.
