Drug Induced Tinnitus vs Noise Induced Tinnitus

Apart from the obvious, i.e. one being caused by a reaction to a drug and other due to noise trauma, what is the difference in terms of damage to the ear?

Do they both cause damage to the hair cells or is there more to it than that?

And are there any differences with regard to research and treatment?

I believe that hair cell damage is only a theory that applies to obvious noise damage. And which should be accompanied by a hearing loss in the area of the affected hair cell area of the cochlea.
