Fluid in Ears with No Hearing Loss — Could This Be Causing My Tinnitus?

Cause of Tinnitus
Cold?
I woke up a few weeks ago with a head cold and a ringing in one ear.
The head cold happens every so often but the ringing is a first.

After a month I am still producing, draining, and still have the ringing.
There has been no apparent hearing loss, external sign of infection, or abnormal ear drum pressure based on a trip to ENT last week.

He put me on a 15 day cycle of Prednisone of which I am on day three.
Things are drying up but I am still getting production primarily from the side of my head with the ringing.

Several times a day it feels like there is water behind the eardrum.
I can feel some in both ears, but more on the side with the ringing.

I haven't had any dizziness or balance issues except for one time over the month which I chalked up just to standing up too fast.

Is the feeling of water moving normal?
Will that clear with time?
Could that be causing my tinnitus?

One of the few times that the ringing went away for a period of time is when I sat up in bed halfway through the night and felt a "pop" or "release" from that ear and the ringing stopped immediately. It started to come back over a period of 5-10 minutes after it had been absolutely gone for 30 minutes or so.

I've read of that water moving sensation before and usually it clears up with time. To me it seems your tinnitus is connected to that, maybe it goes too?
 
I had once fluid in the air, and also a mild tinnitus. It started with me having the tinnitus, went to doctor and the doctor looked in my ears and said there was fluid. Then I got Nasonex nose spray to use, and then blow air out my nose like 5 times a day or something like that. It went away after some days.
