Here's a compilation of evidence why reversing hearing loss will probably reduce tinnitus as well.

Classical study from the 1950's non tinnitus hearing adults get tinnitus from complete audiotory deprivation in a sound proof echo chamber. Tinnitus goes away eventually when they leave the silent chamber
Roland Schaette explains in this video that mild hearing loss simulation via ear plugs induces tinnitus but removal of the ear plugs cause the tinnitus signal to be removed completely. He mentions the two studies above.

Charles Liberman's paper mentions tinnitus and hearing loss being reversible with hypothetical therapeutics
