Not sure if this is the right one?

The article is dated 2004, whereas this study was supposed to be completed in 2009?
In the article he references $1.7m over 5 years. So that makes sense to complete in 2009.

Although there isn't anything really in the literature that I can see and no report attached to the entry on results.
