I'm not sure why it has be one extreme or the other... If you're just driving to the store of course you shouldn't need ear protection, but if you're going to be walking around a busy city street (loud cars 90+ decibels, sirens ~130 decibels, open baffle motorcycles 100-130 decibels, horns 110+ decibels, semi trucks 100+ decibels) it's probably a good idea to wear ear plugs, not to mention folks that like to blast pedestrians with aftermarket train horns (150+ decibels).
A family friend with tinnitus used to be crossing guard, she's convinced that the traffic noise was the cause as she otherwise avoided loud noise. I wouldn't necessarily call thunderously loud vehicles and sirens "normal noises", plenty of these sounds are past the CDC and OSHA guidelines for safe exposure.
