Would Wearing Earplugs 24/7 for a Year Help with the Nerve Repair Process?

Is that true? That's pretty much what I've been doing and, if anything, my tinnitus is probably louder now. I have new tones I can pinpoint to noise exposures, but haven't found a correlation to increased volume, considering I'm in hearing protection for at least 23 hours a day.
Tinnitus Research: Plugging the Ear Leads to the Perception of Phantom Sounds (PDF)

Read this study. It's interesting but don't be too concerned as the development of tinnitus through wearing earplugs was reversible. It could explain why you have new tones though. Maybe reduce the use of them gradually but obviously be careful around harmful sounds.

Is there any study about being able to recover hearing after 1 month of hearing loss?

My ENT seemed to think that was the deadline.
