D-AP5 Drug for Chronic Tinnitus

According to this paper, D-AP5 reduced chronic tinnitus in rats:

I know this drug is able to be ordered. Is it possible for a human to try it and a doctor to infuse it into humans and would it be safe?

It doesn't work like that. Small animals are usually given high doses of drugs to see if anything interesting happens. They disregard side effects which may be severe. These are preclinical trials.

From https://en.wikipedia.org/wiki/Phases_of_clinical_research
The entire process of a drug from lab to this point may take approximately 12 to 18 years (but not always), often costing over $1 billion.
That is safe.
