False, I have literally spent the last 3-4 months researching this exact topic. There are ways to legally get early access, ranging from "if you're rich and well-connected" to "they legally can't refuse you and it's a government program that nobody knows about (yet)".

I would post the information I have so far, but it's too important a topic to treat casually. (Pun not intended, but I'll leave it there.) It would just create more questions than answers at this point.
