Good advice RE: how to speed up cure... from an anon?

Step 1: Find stories, facts, and statistics about
veterans with tinnitus. Document the connection between tinnitus and every other condition plaguing veterans, including increased risk of suicide.
Step 2: Email journalists with your findings. Got a veteran friend? You two are two well-meaning amateurs who believe you have found the cause of all the chaos at the VA and its healthcare system. Give the journalists the clickbait they so desperately desire. "Is this 'brain infection' to blame for woes at VA?" - or - "Could a strange ear disorder explain why so many veterans are committing suicide?"(Of course, it's not an infection. Hence the scare quotes. But you could present it as a form of neurological infection that spreads, and infects the rest of the body via the mind-brain connection. Or at least do so enough to give the journalists some mainstream headlines.
Step 3: Once you get some stories published, all of you should start emailing your local politicians. Calling works too. They NEED to pick up and document your emails. It tells them they better do something or else they will look bad and cowardly. Example: demand answers about this mysterious ear illness and ask how they are going to protect the veterans who suffer from it and demand something be done about this tinnitus villain that increases suicide rates. Before it spreads to the children and our schools. Logic goes out the window.
Step 4: Plant the idea of a Priority Review Voucher reward for the company that solves this ear-brain suicide-causing parasite for good. Politically, who can argue against the cause? Politically, who wouldn't gain by presenting a bill that is addressing that scary ear virus (or was it a parasite? eh whatever) and saving the public? Who could be against incentivizing big pharma to cure this widespread but little-known tin-eye-dis condition? If you've properly executed the 3 prior steps, the answer is no one.

Step 5: Keep applying pressure until they are so sick and tired of getting emails and phone calls that they just sign the damn bill. FDA Priority Review Voucher essentially lets pharma companies skip the approval wait time. And they can stockpile them. So that when they cure a big moneymaker, they can get 4 extra months onto the market and possibly even skip ahead of competitors who are racing to offer treatment to market.
